MADISON, Wis. -- Gov. Jim Doyle said he's open to studying the possibility of building new nuclear power plants in Wisconsin. But Doyle said Wednesday the first nuclear power plant to be built in the United States in 30 years won't be in Wisconsin. The state has had a moratorium on new nuclear plant construction for more than two decades.A global warming task force Doyle created recently said utilities should be allowed to propose new nuclear power plants under certain conditions, including reasonable cost and whether it would help meet emission goals.Doyle said he doesn't think Wisconsin should be "sitting with our heads in our hands" while other states explore energy alternatives. He said nuclear power should be studied and thought about and people might reconsider it given advancements in technology.
