Spring Green residents are still looking at floodwaters and are anxious to get out of their neighborhood but the wheels are just starting to turn on home buyouts.

Town of Spring Green officials met Thursday with state officials to discuss a buyout process but already there are residents concerned they might be stuck in a nightmare of a neighborhood, WISC-TV reported.

A look inside Rhonda Licht's Spring Green home shows the water didn't stop outside. The Family feels luckier than their neighbors that their home is livable, but they are concerned that since their damage isn't as bad they won't be part of a township buyout, WISC-TV reported.

"It's our house and the other three, we're concerned that we are still going to be here looking at that mess always wondering is the rain going to come up again," said Licht.

Town leaders said they're working with the state on a possible buyout of the 42 homes that have applications but who will get an offer has yet to be decided.

"The ground rules have to be set by the state and right now we had a meeting yesterday and the ground rules are still not set out for the township for how the whole process is going to affect this township," said Jerry Schmidt, the town supervisor and local emergency management director.

State officials said unlivable homes and those with more than 50 percent damage are top priorities but with a baby on the way, the Lichts are anxious to move to a place they consider safe.

"If you look outside and you look down here, it's a house but it's not a home anymore," said Licht.

State Emergency Management officials said buyouts are their first priority with mitigation funds from the Federal Emergency Management Agency.

They'll hopefully know how much the state will get in the next couple weeks. But more than 20 communities across the state are requesting buyouts and how many homes can be bought will depend on how large that total funding is, WISC-TV reported.
